Leander and van Munster argue that PSCs redefine security, influence policies, and remove security alternatives from the discussion through their provision of professional security expertise.29 However, PSCs also have to learn from and adapt to their surroundings. By interacting with multiple sources of political power and information, the PSC must learn from, as well as teach others. In the case of NCM, it learned the game of Somaliland politics, expanding its contacts within the Somaliland political system without offending the president and ruling regime. The company itself enjoyed the considerable expertise it found amongst its Somaliland partners and the Somaliland government. Somaliland officials drew upon knowledge gained from their experience in guerrilla fighting in the Somali National Movement as well as from within the former Somali Barre regime. The company used information from all the power centers it had to deal with, and it incorporated this information into the work it conducted during its projects. It was learning as well as teaching, and providing information continuously to a wide international and receptive audience.

Through their ISPS certification services for the Port of Berbera, the PSC NCM provided a link between the key actors in the international maritime sector and Somaliland, limiting the uncertainty and building trust between the various parties. In the process, the NCM engagement succeeded in lowering insurance costs, allowing the transportation of humanitarian aid to become cheaper. Contradicting the fears of the central leadership of the UN and the EU, this project did not create tension with the transitional government of Somalia, or change Somaliland’s political status. Finally, the project was enabled by Norway’s good relations with most of the regional actors aided by NCM’s projects, and by Norway’s independence from the EU and the UN, giving it greater flexibility to fund a regional security initiative that was ultimately carried out by a Maritime PSC.

NCM acted as an agent for Somaliland, arguing its cause internationally (although not arguing for international recognition), and succeeded in pushing for lower insurance premiums, implementing the ISPS code in Berbera port, and acting as an information go-between for Somaliland and other maritime actors who trusted NCM. It also took steps to contact the Somaliland opposition, understanding that a change of power might lead to a change of civil servants in charge of the port. For these reasons and in this sense, NCM’s involvement in Somaliland was a success story, despite the auditing problems the company faced in the end.
